Information Technology

The Judicial Council’s Information Technology (JCIT) Division develops, supports and enhances automation projects for all levels of court throughout the State of Georgia. The JCIT Division offers consulting and research services, provisioning of hardware resources and compliance with legislative mandates as well as keeping up with industry fluctuations. JCIT utilizes an ‘Enterprise’ approach to offering solutions that have statewide applicability and can be leveraged for all court customers and ancillary entities. JCIT Staff also manages desktop software and equipment, virtual environments, the AOC network, e-mail, and multiple Judicial Branch websites and listservs.

In our interdependent court and criminal justice environment, oversight of relevant standards, policies and technical architecture promotes inter- and cross-agency collaboration. Partnerships with public and private organizations in setting standards and architecture have led to more efficient and effective technology solutions that benefit the citizens of Georgia.

JCIT actively participates in local and national groups that create policies, standards and rules for judicial process and technical implementations, including the Joint Technology Committee of the National Center for State Courts and CITOC, the Court Information Technology Officers Consortium.

Case Management Solutions

Court case management solutions allow clerks and judges to manage the large volume of documents they receive and also the court processes that are required to deal with cases before the court. JCIT provides installation, training and software support for the following systems at no cost to the individual courts of Georgia and ancillary judicial and non-judicial entities.

SUSTAIN and Sustain over Citrix
Sustain is a court case management system that provides a method of organizing, storing, and retrieving case information to support a variety of court record keeping and case management functions. The SUSTAIN database supports all types of court cases, including civil, criminal, traffic, domestic relations, probate, juvenile and others.

PCIS (Probate Court Information System), and MCIS (Magistrate Court Information System)
Both PCIS and MCIS are web-delivered solutions requiring little to no overhead for your court-only internet connectivity. We offer several layers of data redundancy on servers we host, both at our central data center and our remote co-location.




Traffic Information Processing System (TIPS)
Traffic Information Processing System is a web-based software program that serves all classes of courts through automation of Traffic violation processing and information sharing. TIPS was developed by the Administrative Office of the Courts in close association with the Department of Driver Services and the Governor's Office of Highway Safety.

GA Judicial Exchange (GAJE)
Through collaborative efforts with Division of Child Support Services, JCIT has developed middleware to automate the electronic transfer (e-filing) of child support cases into the courts. As of October 2014, there are One Hundred Seven (107) Superior Courts in production saving countless hours in processing time and paper.

GA Jury
The JCIT’s GA Jury application is a jury-management software system that aids the courts in management of grand and traverse jury pools and includes building the boxes, computing statistics, random selection of jurors, printing lists, certifications, summons, checks, and mailing labels. The system provides for automated input of data from the Secretary of State voter registration database and state driver’s license files.

Judicial Data Management Applications

Courts Information Directory (CID)
The CID application houses data on judges and personnel for the State of Georgia. CID has been developed by JCIT and provides the JC/AOC staff with flexibility for data entry, running reports and overall maintenance for our Customer Relationship Management.




Board of Court Reporting (BCR)
The BCR Module of Courts Information Directory allows BCR staff to track the certification statuses and renewals for the hundreds of Court reporters throughout Georgia. The application enables registration, tracks qualifications and generates certificates for the Reporters.




Continuing Education (CE)
The CE Module of Courts Information Directory is utilized by Court Services staff of the AOC to ensure Judges and Clerks, that are required to complete continuing education hours each year, are meeting the legislatively mandated requirements. The database contains over 1,100 certified court reporters and 125 registered court reporting firms.




State and Superior Courts Information System (SSCIS)
Senate Bill 176 mandates that the courts transmit case level civil information on a nightly basis through the Clerks Authority (GSCCCA) and then to the AOC. High categories are Domestic Relations or General Civil. Research uses this application to pull civil caseload numbers.


Current Development Projects

JCIT resources are currently developing applications and solutions that will enable courts to more effectively operate and perform their required duties.

The Express
The “EXPRESS” is a compilation of services that will enable electronic transmission of citations from LEAs to Courts and ultimately to the State. In conjunction with private Records and Case Management System vendors as well as several state agencies, the AOC is managing these efforts to enable electronic processing of citations from origination to disposed status reporting. An ultimate goal is to facilitate the exchanges of citation data across multiple organizations in an accurate, timely and efficient manner. EXPRESS is being developed and tested in phases and progress will be reported on a quarterly basis.

AOC Customer Portal

This service allows users to view and update their judicial information in the Court Information Directory. Users are also entering caseload reports via the portal, and the portal is being expanded to provide judges and court personnel with access to AOC-managed information regarding their particular courts.

This Portal now includes Case Reporting Modules for all levels of Court.

Website Services

Custom Development
Use of the Internet throughout the Judicial Branch has developed into an essential instrument in handling applications, communication and reporting. JCIT has taken an active role in developing web applications and hosting them for various groups. There is one full-time developer that manages access, availability, navigation and content for thirty three (33) active websites for councils, commissions and committees throughout the Judiciary.

Judicial Branch Websites
JCIT has implemented a content management tool to enable user updates and template based development. The newly designed websites should begin appearing in August 2016. This will affect the JCIT managed websites. With this software, TOD has been able to build web pages for all 760 Municipal, State, Magistrate and Probate Courts based on uniform templates. The template approach provides uniformity and consistency of information on an economical basis.

Hosting Services
As part of our data center operations, JCIT hosts thirty one (31) web sites which include external sites that were developed for specific councils, counties and commissions.

Infrastructure / BC/DR

JCIT maintains its services and applications in its own data center and co-location BC/DR site. This includes the data from all remotely-hosted applications, which in turn helps ensure that critical court data is not lost in the event of an emergency at the court. In 2015, the data center is undergoing a much-needed overhaul in order to provide courts and the public a stable computing platform for Georgia’s courts.

Citrix Client Update
Users of the AOC’s CITRIX servers use one or more of 18 servers located at different sites. Depending on the needs of the user, they are routed to a Virtual Desktop, presented with a case management system or given the ability to scan and view images for fiscal, payroll, personnel or council records.
